ATAF & the South Sudan National Revenue Authority Launch Technical Assistance Programme

ATAF’s experts are in Juba, South Sudan to provide technical support to the South Sudan National Revenue Authority so they can improve their tax dispute resolution process and procedures.

PRETORIA – The African Tax Administration Forum (ATAF) is proud to announce the Tax Dispute Resolution Framework, a new programme which aims to assist the South Sudan National Revenue Authority to establish a robust and efficient dispute resolution framework that meets the best international practices. South Sudan NRA officials have been trained in prime dispute resolution practices and are fully equipped to deliver on the mandate of dispute resolution in tax matters.


A dispute process must safeguard a taxpayer’s right to challenge an assessment resulting from an audit and to get a fair hearing. The process should be based on a legal framework, be known and understood by taxpayers, be easily accessible, guarantee transparent independent decision making, and resolve disputed matters in a timely manner.


The expected outcomes of the this technical support to the NRA is twofold:


i) A robust and efficient dispute resolution framework established for the National Revenue Authority of South Sudan that meets international best practices is developed 

ii) Officials of the NRA trained in best dispute resolution practices are fully equipped to deliver on the mandate of dispute resolution in tax matters.


The technical assistance programme will focus on improving their tax dispute resolution framework as part of a longer-term programme ATAF has with the NRA, through the provision of customized technical assistance.


ATAF is elated to support the South Sudan National Revenue Authority to improve its capabilities, systems and processes to improve domestic resource mobilisation.
