EXECUTIVE MASTERS IN TAXATION

As Africa seeks to mobilise its domestic resources to fund its development, the African Tax Administration Forum (ATAF) has developed a unique Executive Master’s in Taxation (EMT) programme for both, Francophone and Anglophone Africa with the aim to generate a pool of tax leaders, policy makers and administrators to enhance African expertise. Both programmes, Anglophone and Francophone, are instruments of the ATAF capacity development programme.

The multi-disciplinary 15 months Master’s programme combines concepts and theories in the areas of economics and public finance as well as tax policy and tax administration at the national, African and international levels with governance, management and leadership skills. The Executive Master’s in Taxation programme’s long term goal is to strengthen the capacity of professionals and executives from the public sector in Africa who, in one way or the other, will contribute to increasing domestic revenue mobilisation in Africa.

The Executive Master’s in Taxation (EMT) is a concept created by the African Tax Administration Forum (ATAF) and the Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). It is an interdisciplinary master’s programme focusing on technical and specialised knowledge on taxation from a political, organisational and legal perspective with a strong African contextualisation and an international focus. Further, EMT lays emphasis on building crucial competencies such as leadership and change management skills. 


The academic programme thus strives to enhance African expertise by generating a pool of tax leaders, policy makers and administrators on the continent. It further offers academic excellence, while aiming at developing and strengthening the

technical competences and capacities of its prospective students, namely African tax officials and practitioners. It is also open for practitioners from the private sector, civil society organisations,

international organisations and/or NGOs.
