REQUEST FOR EXPRESSIONS OF INTEREST
INDIVIDUAL CONSULTANT FOR THE AFRICAN TAX ADMINISTRATION FORUM (ATAF)
EXTRACTIVE SECTOR TAXATION
1. Introduction
ATAF and IGF are launching a two-year project on the future of resource taxation. This will form part of their existing mandate to address BEPS issues in the mining sector under a joint grant from the Ford Foundation. The final output will be a guidebook that is submitted to ATAF-IGF members for their feedback and endorsement. ATAF is seeking a Consultant with expertise, competence and practical experience in dealing with the extractives sector especially Africa, but at the same time possessing sound research and analytical skills. The consultant will be working under the supervision of the ATAF Research Department.
2. General Scope of the Project
The Consultant will be responsible for the full conceptualisation of the programme, in association with IGF, including undertaking related research, data sourcing and analysis, compilation of working/discussion papers, organisation of consultative workshops and conferences, leading and conducting fields studies, and development of tools and approaches to taxing the extractives. The Consultant will work towards implementation of this project as described in the final concept note.
3. Specific Terms of Reference of the Consultant
The following are, among others, specific areas of the project that the Consultant will be responsible for:
- Design a work plan for the consultative technical workshops on taxation of the extractives.
- In partnership with IGF:
- Examine the current challenges to taxing the extractives and develop strategies (existing and innovative) that will best address them
- Develop tools for data collection and analysis, including country questionnaires and field studies
- Prepare and conduct field research in selected countries for in-depth investigation and analysis. Depending on available resources, there will be approximately four African case studies
- Produce a Guidebook on the Future of Resource Taxation that contain the elements above
- In partnership with IGF, organise events to disseminate the findings to members and other stakeholders including a Joint ATAF/IGF event to launch the results of the research
- From the Guidebook, extract policy brief (s) and press release
- Provide ATAF management with progress reports on the project, clearly highlighting areas for improvement and envisaged challenges
- Advise the ATAF Research Directorate regularly on next steps, innovative steps, to ensure optimal results of the project.
Profile of the Extractives Consultant
The Consultant is expected to have the following key competencies
- A Master’s degree or equivalent in Taxation, Economics, Statistics, public finance, Law, and any other relevant and related field.
- Minimum 5 years of demonstrated work experience in analysis of tax policy and regulatory framework, tax administration, tax policy formulation and tax planning in a Ministry or Finance/Treasury, Tax administration or Ministry of Mines.
- At least 5 years of demonstrated experience in undertaking similar work within the African region on taxation of the extractives.
- Have a broad understanding of the socio- economic dynamics of African countries.
- Demonstrable work experience in undertaking research activities/field work in the area of mineral taxation.
- Should have an in-depth knowledge of mining, the regulatory framework and the taxation systems of minerals in Africa.
- Excellent writing and communication skills
- Experience in designing and facilitating multi-stakeholder seminars and meetings for international regional or bilateral development organisations.
- Excellent command of the written and spoken English language a good working knowledge of French and/or Portuguese is an added advantage
- Computer literacy
- Conversant with data collection and analysis using statistical packages
Added advantages
- Cultural sensitivity and experience in moderating meetings of culturally diverse and international groups;
- International exposure relating to taxation of the extractives.
- Strong project management skills, organizational skills and networking skills;
- Good presentation skills
- Good working knowledge of French and Portuguese
